TELEPORT MANAGER

LOCATION: Cotonou, Benin

1. JOB SUMMARY

Reporting to the COO and based in the Cotonou, Benin, this key role is for the head of the Benin operations of Africa Mobile Networks Ltd. The role comprises both (1) Teleport Manager and (2) Office Manager. The Teleport Manager will be responsible for a number of IT engineers. 

A hands-on ICT professional is sought who is capable of managing a small team of IT professionals and the day-to-day running of AMN's Benin office.

2. INTRODUCTION

AMN is in the process of building its West African Teleport in Cotonou, Benin. The Teleport hosts a (Gilat SkyEdge) VSAT hub which serves all of West Africa. The Teleport is connected to Mobile Network Operators (MNOs) in Benin and other countries in West Africa via microwave radio links and submarine fibre-optic cable links. The VSAT hub is used to connect each of AMN's many mobile network base stations in rural locations throughout West Africa to one of the MNOs. The Teleport is located in a 6-storey building in downtown Cotonou with the VSAT RFT located on the roof and the IT equipment in AMN's offices on the 4th-floor. The building is served by a high-availability power system with diesel generators for backup.

AMN also operates a Global Network Operations Centre (GNOC) which is based in Milton Keynes in the UK. The GNOC is responsible for monitoring and managing the complete network of AMN. The Teleport Manager and his/her team will work together with the COO and engineering leads at the GNOC to ensure the Teleport operates correctly and with very high availability.

The Teleport team provides the first-line technical and operational support to the MNOs in West Africa. The Teleport team also manages the RMA process and logistics for AMN Benin, in which replacement spare parts are distributed to depots within Benin and faulty equipment is returned to Cotonou for test and shipment back to the vendors.

3. KEY TASKS

The key tasks for the Teleport Manager include:
  • Managing the VSAT Teleport to ensure it operates with high reliability and availability
  • Managing local IT staff
  • Managing office administration
  • Weekly and monthly reports to COO and executive management team
  • Interfacing with operations staff at the MNOs

4. KEY SKILLS & EXPERIENCE

The key skills required of the Teleport Manager are listed below.

The following skills/experience are essential:
  • IP network design, implementation and operation
  • WAN design, implementation and operation
  • General management experience (2 years)
  • Good oral communications (French and English)
  • Good written communications (French and English)
And the following skills/experience are desirable:
  • Mobile communications network (2G with EDGE) design and operation
  • VSAT network design and operation (RF, IF and baseband)
  • Microwave radio communications
  • Electrical power systems design and operation
  • Project management experience
  • Operations & Maintenance including trouble-ticketing systems
  • Logistics experience
  • IT equipment testing

5. QUALIFICATIONS

The successful candidate is likely to have the following:
  • Engineering or IT degree, at least to Bachelor level (and preferably masters)
  • Business or administrative training or qualifications
  • ITIL certification
  • Cisco certification
